District chancellor Stanley Potvin presents an Institutional Effectiveness initiative to his staff. He asks them to create sources for district-wide data and develop key institutional indicators. The Associate Vice Chancellor for Academic Planning is assigned oversight responsibility for the project and must gather data for institutional improvement. She appoints committees, develops survey instruments, gathers and presents data, and sponsors workshops at each college. The project progresses, even though it receives little apparent support from presidents within the community college district. There are concerns about how the data will be used.
