In the early 1990’s, Wayne State University begins a three-year strategic planning process. Members of the community gather through a series of committee meetings and public hearings to discuss the important issues on the campus and to formulate the plan. Was the process successful? Whose vision is reflected in the plan? Whose is left out? What must be done to implement the plan?
